through my playthrough of starfield ive noticed that legendary mods work differently compared to their fallout counterparts. Im wondering if its worth throwing armor peircing rounds on a weapon that already has the legendary shattering mod because I dont know the full armor penetration value of shattering.For me personally I like in order of priority: Slot 1 - bolstering > O2 (either) > ablative / anti-ballistic > enemy resistances.
