Already found 4 sets of expert tools, and 2 of advanced tools, but no basic tools. So I have money but I can't upgrade my gear, this nerfs my build, cos some suits are useless without the upgrades. You can game it a bit to make sure your 8th quest is completed in Rostok for a high chance of advanced tools. Every 8 stash coordinates you acquire you'll get a green stash, you get stashes by completing missions and looting dead stalkers you (or someone else) killed. Thanks for the answers guys!

Getting a 100% functional gun is a major milestone in gamma. It's not easy to loot the parts, oils and repair kits but it will come together eventually. Keep in mind some repair kits are unavailable from the technicians until you bring them upgraded tools. Without those repair kits you won't be able to even fix higher end guns.
