This allows engine vacuum to operate the petcock. The petcock is normally left to "on" or "res" during normal operation. The stock petcock is automatic.

Yes, the Lectron will be a pretty large improvement over a jetted stocker. The stock carburetor is a huge restriction no matter how you jet it. What I didn't like about the Edelbrock was it had a weird feeling that didn't feel seamless across the rev range.
