If you are having this issue and the dealer can not fix, it is because of faulty connections between small cables in the wiring system.Problem solved today. 1. remove maplight assembly from the van by removal four 8mm screw/bolt, diconnect the harnesses. 2. flip over the assembly and push the map light base out. 3. push out to disconnect the map light switch from both side. 4. clean the socket connection and apply some bulb grease coating to the tips.I had similar issue on my 2019 Odyssey Touring. The odometer is usually a digital or analog display within this cluster. Everything worked. brakes, turn signals, hazards, but NOT the running lights. All lights and signals work on the van. It was still light, so I drove to a hardware store and got a new wiring adapter for the trailer and cut off the exposed stuff and rewired. Same thing, brakes, turn signals, flashers all worked. Running lights did not.

You will have to check more than just the radio fuses. If you have a test light I would start checking other fuses on the driver's side and the passenger side. The passenger side should have some fuses for ones that control the interior lights, doors etc. Check those. They should be 10 or 15 amp fuses.
