the program existed for non-prior service 3D1X2s at some point but has since been discontinued. if you want to become a 1B4, retrain into 1B4. if you want to become a 1D7, retrain into 1D7. they are entirely different AFSCs. gather necessary prereqs and give things a shot instead of speculating on something that will never happen.
